PEO or fractional HR: which one does your company actually need?
A PEO takes on your employment administration. A fractional HR leader takes on your people decisions. Companies often buy one while needing the other, and the mistake is expensive in both directions.
They solve different problems
A professional employer organization handles employment infrastructure. It becomes the employer of record for benefits, payroll, workers compensation and much of the compliance filing, under a co-employment arrangement. You keep day to day control of the work; the PEO carries the administrative employer obligations.
A fractional HR leader handles judgement. Org design, performance, compensation strategy, restructuring, manager capability, and the escalations that have no clean policy answer.
A company with eleven employees and a benefits headache needs a PEO. A company with forty employees, three underperforming managers and a resignation problem needs a fractional HR leader. Buying either one to solve the other's problem produces a year of invoices and no change.
What a PEO is genuinely good at
Scale administration. If you are small, geographically spread, and want one invoice for benefits and payroll with someone else handling filings, a PEO removes real work from your week.
It also buys access to benefits rates that a twelve-person company cannot negotiate alone, which in the United States can be the difference between offering health coverage and not.
- ·Payroll processing and tax filings across multiple states or provinces
- ·Benefits administration and carrier negotiation
- ·Workers compensation and unemployment insurance
- ·Basic compliance calendar and mandatory postings
- ·An HR help desk for routine policy questions
Where the PEO model strains
Co-employment means shared control, and the shared control is real. Terminations often have to follow the PEO's process. Job descriptions and handbooks may need to use their templates. When you leave, benefits and records do not always travel cleanly.
The other limit is strategic. A PEO help desk answers questions about policy. It does not sit in your leadership meeting, decide that your sales compensation plan is driving the wrong behaviour, or coach a director through their first difficult quarter. Those tasks have no ticket queue.
Companies frequently discover this at the worst moment: the first genuine restructuring, when they need a senior person who knows the business and there is nobody on the account with that mandate.
Cost comparison, honestly framed
PEO pricing is usually a per-employee, per-month administrative fee plus the benefits and payroll costs themselves. It is predictable and it scales with headcount, which is fine while you are small and less fine at 120 people.
Fractional HR is priced as a retainer for senior time, so it does not scale with headcount at all. It costs more per month than a PEO at low headcount and considerably less than a full-time HR executive at any headcount.
The two are not mutually exclusive, and the most common healthy configuration is both: a PEO for employment administration, a fractional HR leader for the decisions the PEO is not built to make.
A short decision framework
Answer four questions. If most of your pain is administrative, a PEO is the cheaper route. If most of your pain is managerial or strategic, no amount of PEO administration will touch it.
- ·Is our problem paperwork and filings, or is it people decisions?
- ·Do we have anyone senior who owns the people agenda today?
- ·Are we likely to restructure, raise, or scale headcount by 50% in the next year?
- ·Would we accept shared control over terminations and policy in exchange for lower administration?
What we recommend to most clients
Start with a diagnosis, not a vendor selection. Six hours of structured review tells you which of your problems are administrative and which are structural, and the answer usually splits across both models.
If the split favours administration, we say so and point you at a PEO. If it favours judgement, fractional leadership is the cheaper and faster route, and it can begin within days rather than after an implementation project.
Questions about this
Can we use a PEO and fractional HR at the same time?
Yes. Many companies run a PEO for payroll, benefits and filings while a fractional HR executive owns strategy, performance and escalations. The two contracts rarely overlap if scope is written carefully.
Is a PEO cheaper than hiring an HR person?
At small headcount, usually yes, because you are buying administration rather than senior expertise. At around 50 employees and above, the per-employee fee often exceeds what a part-time senior HR arrangement would cost.
Does a PEO handle employee relations and terminations?
They usually provide process guidance and templates, and in the United States they often control the termination workflow. What they rarely provide is judgement about whether the decision is right for the business.
What happens to our data if we leave a PEO?
Ask this before signing. You should be able to export employee records and payroll history. Benefits arrangements usually end with the relationship, which is the part companies underestimate.
