What a fractional CHRO actually does in the first 90 days

The role is not advisory. A fractional chief people officer owns the people agenda, sits in the leadership room, and is measured on the same outcomes a full-time executive would be. Here is the work, week by week.

The difference between advising and owning

An HR consultant is hired to answer a question. A fractional CHRO is hired to hold a portfolio. That distinction sounds like positioning, but it changes what happens on a Tuesday when a manager wants to fire someone and nobody senior is available.

Ownership means the fractional executive carries the people agenda in leadership meetings, is accountable for the roadmap, and is the named escalation point for employee relations. It also means they say no to work that does not belong on the roadmap, which is the part most advisory arrangements never get to.

Days 1 to 30: diagnosis before prescription

The first month is reading. Contracts, offer letters, the handbook, payroll configuration, the last two years of terminations, engagement data if it exists, and the org chart as it is rather than as it is described.

In parallel, the fractional CHRO meets every leader and a sample of managers. The goal is to find the three problems that are actually costing the business money, which are rarely the three problems named in the job posting.

This month usually produces one document: a risk register ranked by exposure and effort, plus a 90-day plan with named owners. If a provider cannot show you something like this at the end of month one, the engagement is drifting.

Days 31 to 60: fixing what can hurt you

Month two is about exposure. Contracts that do not match the jurisdiction. A termination process with no documentation trail. Overtime classification that has never been reviewed. Leave policies that exist in a folder nobody opens.

It is unglamorous work and it is where most of the value sits early on, because employment claims are won and lost on documents that should have existed before the dispute began.

Alongside it, the fractional CHRO establishes an operating rhythm: a monthly people review with leadership, a manager escalation path, and a single place where HR decisions are recorded.

Days 61 to 90: building the system

With the urgent risk contained, month three is where the function starts to compound. Performance calibration, a compensation framework that can survive a hiring push, and a hiring plan tied to the revenue plan rather than to whoever resigned last.

This is also where the manager layer gets attention. Most people problems in a 50 to 200 person company are manager problems, and coaching the top ten managers is consistently the highest return work available to an HR executive.

By day 90 the company should be able to answer three questions without calling anyone: what our people cost as a percentage of revenue, where our compliance exposure sits, and which three people decisions are queued for next quarter.

What a fractional CHRO does not do

They do not run payroll, process onboarding paperwork, or answer routine benefits questions. Those belong to an HR coordinator, a generalist, or a payroll platform, and a senior executive doing them is an expensive way to hide a staffing gap.

They also do not replace an employment lawyer on litigation, or a recruiter on volume hiring. Good fractional executives are explicit about the boundary, because blurred scope is the fastest route to a retainer that delivers less than it promised.

  • ·Does own: people strategy, board reporting, executive coaching, restructuring, compliance oversight, escalation
  • ·Does not own: payroll administration, benefits enrolment, routine employee queries, full-cycle recruiting
  • ·Works with: an HR generalist or coordinator, employment counsel, a payroll provider, specialist recruiters

How to tell whether it is working

Three signals at 90 days. Leadership meetings now include a people item with data attached. Managers escalate earlier instead of sitting on problems until they become resignations. You have a document you could hand an investor without editing it.

If none of those are true, the issue is usually scope or seniority, not effort. A fractional executive without a roadmap tends to become a very expensive help desk, which is a failure of the engagement design rather than of the person.

Questions about this

How many days a week does a fractional CHRO work?

Most engagements run one to three days a week, structured as a fixed monthly capacity rather than a weekly schedule. Early months tend to use the full capacity; later months often run lighter as the systems start holding.

Can a fractional CHRO manage an HR team?

Yes, and this is one of the strongest configurations: the fractional executive owns strategy and escalations while a generalist or coordinator runs the operating rhythm. It is also cheaper than hiring a full-time executive to do both.

Do we need a fractional CHRO or a fractional HR director?

Choose CHRO level when the work involves the leadership team, the board, compensation design or restructuring. Choose director level when the work is systems, policy and manager support. The diagnostic usually answers this in the first two weeks.

How quickly can a fractional CHRO start?

With a clear brief, deployment in two to three days is realistic because the provider already has a bench of vetted executives. The constraint is usually the client's calendar, not availability.
